This collaborative effort is funded by the Substance Abuse and Mental Health Services Administration’s Center for Substance Abuse Treatment (SAMHSA/CSAT), the National Institute on Drug Abuse (NIDA), the Bureau of Justice Assistance (BJA). It has been cited as a model of institutional change in the past three (2011-2013) White House National Drug Control Strategies. 

The Justice Leaders Systems Change Initiative (JLSCI) helps local jurisdictions create and implement practical, collaborative responses to substance abuse and addiction among offenders. From Ohio and Illinois to Georgia and Texas, criminal justice leaders are finding out how they can implement evidence-based, systemic solutions to deal with the substance use that often underlies criminal justice involvement.

Together with the National Judicial College, CHJ provides comprehensive training for local teams of judges, probation leaders, and community partners to improve outcomes in working with addicted offenders. Our expert team, including nationally-regarded judges and scientists, present the science of addiction and implications for interventions along the continuum of the criminal justice system, including sentencing options, the use of medication-assisted treatment (MAT), and much more.
